Surprise exclusion of Assam from the second phase of the special intensive revision (SIR) of electoral rolls by the Election Commission has triggered speculation in political circles in the State. The reasons are not few and far between. To begin with, there was not a speck of doubt in the mind of the political class and the general public that even if only one State was picked by the EC for the SIR, it would be Assam.There is fair amount of cardinal logic behind such thoughts.
